Local administrations are defined briefly as administration unit which is regarded
the closest one to public. Decision making bodies of local administrations are
elected because of that local adminstrations are inevitable parts of the democracy.
The behaviours of voting power and right of citizens to share adminstration can be
understood better by the help of local elections rather than general elections.
Since every country has a unique administration model there is not a de facto
adminstration model for every single country all over the world. Hence,
international efforts on perfecting administration model s are not giving positive
results because of heterogenity of local adinistration models. In order to overcome
this problem, there are many international regulations are being done.
In this paper, I’ll firstly define local administration. After the relationship between
democracy and local administrations are being discussed the situation of local
adminstrations across globalization will bediscussed. Finally, regulations in the
realm of local administrations and rights made by international and local
institutions will be stated and legitimacy of local administrations in the
internatonal domain will be examined.
